This Southern Crested Caracara (Polyborus lutosus) or Southern caracara (Caracara plancus) was seen feasting on the carcass of a dead cow on the road to San Martin de los Andes in Argentina.
The Polyborus lutosus are extinct. The last ones was in the Guadalupe island.
